Ptolemy Project Participation is based on a three-tier system:
- Members of the Association of Surgeons of East Africa (ASEA) and candidates of the College of Surgeons of East, Central and Southern Africa (COSECSA).
- Established surgeons and obstetrician/gynaecologists practicing in one of the following African countries:

Uganda

Seychelles

Swaziland

Zambia

Zimbabwe
All participants in the Ptolemy Project must:
- Be prepared to enter into a research affiliation with the Office of International Surgery, University of Toronto.
- Have or can get regular access to the Internet
- Agree to participate in surveys to assess their use of, and satisfaction with the "my.access" service supplied.
- Sign a consent form acknowledging that their use of the Internet will be monitored while they are connected to the restricted University of Toronto Libraries resources.
- Agree not to sell the information they obtain or redistribute it for financial gain, nor allow others to use the service provided for financial gain.
- Acknowledge that the Office of International Surgery, University of Toronto retains the right to discontinue their access to "my.access" at any time without any form of compensation.
- Participants will be required to become Research Affiliates of the Office of International Surgery, University of Toronto in order to be included within the definition of the "University of Toronto Community". This enables the Library to provide access to the full-text resource
The Ptolemy Project retains the right to terminate accounts at any time.
